They can be, especially between the 1850's and 1900's and in good condition.  Some rare ones can cost thousands of dollars, but for the majority, they are either replicas or ai created.  You would have to find some evidence or indicators of your findings.  

What makes a Valentine Victorian?

In the Victorian era, the paper ones created used lace and ribbons to adorn their cards.  Some used real tiny florals that were attached with either silk ribbons, lace fringe, or with a tassel.  Look for these qualities if you're searching for antique, rare, Victorian Valentine's day cards.

How did the Victorian era celebrate Valentine's day?

Usually victorian era printers made cards with romantic verses like "How do I love thee?  Let me count the ways." or other declarational ones, mixed with devotion and constant love.  Some even had sweetheart devotional verses.
